Specifications include, but are not limited to: provide analysis and documentation assuring NEPA compliance for the Sun Pass Timber Stand and Wildlife Habitat Improvement Project that is anticipated to be “categorically excluded” from an EA or EIS but will require a Decision Memo (DM) and project file as described at 36 CFR 220.6(e). The DM will be completed by FWNF and is not considered a deliverable under the Contract resulting from this ITB. Analysis will provide documented support for the FS line officer to determine if extraordinary circumstances exist which would preclude use of a categorical exclusion. The resources that need to be analyzed for this are specified below. The Sun Pass Timber Stand and Wildlife Habitat Improvement Project must also comply with relevant environmental law and be consistent with the Fremont National Forest Land and Resource Management Plan as amended.; The Contractor will collect and analyze data necessary to inform those findings. Contract work will include contact with Oregon Department of Forestry (ODF) and FWNF personnel, assist with a public meeting and field trip, field survey and data collection, analysis of relevant environmental effects, report preparation. Fieldwork will be necessary to support the environmental analysis. The Forest will handle the NEPA process, prepare the Botany BE, and will manage the project record. ODF will prepare the Treatment Analysis and Description report.;
