Specifications include, but are not limited to: • Review environmental reports to ensure that reports and documents submitted by applicants and their environmental consultants meet the most current and applicable CHFA Construction Guidelines: Environmental & Hazardous Materials Review, (which can be found on the CHFA Website), and applicable federal, state, and local environmental laws and regulations o Environmental document(s) review includes, but is not limited to, the following reports: Phase I, II, III Environmental Site Assessment Reports Hazardous Building Materials Survey Reports Remedial Action Plans, Soil and/or Groundwater Management Plans Environmental Cost Estimates for Remediation or Abatement • Provide Environmental Field Observation, Monitoring & Oversight to ensure that: Environmental remediation and/or abatement work complies with applicable CHFA Guidelines, State and Federal Laws and Regulations including, but not limited to, the requirements of the State of Connecticut Department of Public Health, State of Connecticut Department of Energy and Environmental Protection, United States Department of Housing and Urban Development, United States Environmental Protection Agency, and the Occupational Safety and Health Administration. Duties and responsibilities may include: • Attending project meetings; observing environmental abatement/ site remediation progress and reporting outstanding issues or concerns to CHFA; • Reviewing proposed change orders, requisitions pertaining to environmental work, and confirming that the work was completed in accordance with the contractor’s requisitions; • Communicating with the assigned CHFA staff member in writing, verbally and /or by email whenever necessary;
