Specifications include, but are not limited to: Bernalillo County is requesting proposals from interested and qualified entities to conduct a needs assessment of the county’s current workplace practice and policy, to provide and conduct awareness training, and to develop a recommended written strategic Diversity, Equity, and Inclusion (DEI) plan for implementation. The county desires to move the existing workplace culture and systems away from a monocultural mindset to a multicultural mindset using the Intercultural Development Continuum (IDC). The IDC provides a structure for understanding how people experience differences. The five stages of development describe how a person sees, thinks about, and interprets events happening around them from an intercultural perspective. It is the goal of the county to move our culture and systems to stages 4 and 5. Stage 1: Denial – Difference doesn’t exist, uncomfortable with difference. Stage 2: Polarization – Defends own world view, sees world as us versus them. Stage 3: Minimization – Plays down differences, focuses on similarities. Stage 4: Acceptance – Recognizes and values differences but may not know what to do beyond that. Stage 5: Adaptation – Capable of taking the other’s point of view and communicating and behaving accordingly. 2.1 General Expectations a. Coach and support County leadership to be innovative and adaptive in providing a culturally competent workplace. b. Facilitation, design, and execution of a strategic visioning and comprehensive planning process that elicits contributions from both leadership and employees. c. Professional, knowledgeable, responsive, timely, and thorough in all aspects of the project. 2.2 IDI Coaching a. Post training IDI Individual Coaching for 14 individuals to receive their personal profile and discuss individualized next steps for development. b. Coach and mentor 4-6 Bernalillo County staff who are newly IDI certified on the administration, interpretation, and delivery of individual and group IDI assessment debriefs.
