Specifications include, but are not limited to: The City of Bend Utility Department is looking for a provider to implement educational outreach and environmentally friendly certifications for businesses in Bend City limits. The program must focus on establishing environmentally friendly business practices that prevent impacts to stormwater, surface waters, and groundwater systems. The program should include evaluation of business practices as they relate to the environment such as hazardous waste management, air quality, spill prevention and response, product and waste storage, cleaning procedures, employee training, and water use. The program should also coordinate with the Oregon Department of Environmental Quality to ensure certifications meet state and local regulations. The program goals are to provide businesses an understanding of: • The impact of various types of business practices on the environment • Best management practices for business operations • Spill prevention preparedness • Where stormwater runoff goes and how it can carry pollution to surface or groundwater • The difference between stormwater and wastewater inputs • Importance of protecting surface and groundwaters in Bend The program should additionally provide: • Measurable annual results • Educational and practical materials and supplies. • Outreach to businesses • Promotion/listing of certified businesses online • A reliable pathway to provide support for new and existing businesses seeking to conduct environmentally friendly operations. The City will assist with providing key Bend-specific messages and will provide (limited) City resources to help coordinate logistical information for existing business. The anticipated budget for the Project is $10,000 per year.
