Specifications include, but are not limited to: Method of Receiving: A card system that allows availability seven days a week-24 hours a day for pickup within a three-mile radius of the highway facilities located at 1700 S. 10th Street, Noblesville, Indiana 46060. Monthly statements shall report date and time of fueling, gallons, price per gallon, equipment number, mileage, employee, miles per gallon and etc. Gasoline: Gasoline shall be an unleaded grade with minimum octane ratings of 87, 90 or greater. On Road Diesel: On road diesel shall be low sulfur, undyed fuel with a minimum cetane of 50. To resist gelling, as weather warrants after Sept. 30, fuel shall be up to a 60/40 blend consisting of 60% of the specified fuel blended with 40% kerosene or No. 1 Fuel Oil. If fuel oil is used, it shall be undyed low sulfur fuel. The use of up to a 5% soy blend is acceptable. Off Road Diesel: Off road diesel shall be a dyed fuel with a minimum cetane of 50. This fuel is to be delivered to an 1100-gallon above ground tank and/or the standby generator fuel tank by tank wagon deliveries. The above ground tanks are located at 1700 S. 10th St., Noblesville. To resist gelling, as weather warrants after Sept. 30, deliveries shall be up to a 60/40 blend consisting of 60% of the specified fuel blended with 40% No.1 Fuel Oil. The use of up to 5% soy blend is acceptable. General: All products are to be supplied in line with current Federal Energy Administration regulations. The supplier shall mark pumps and/or tanks in accordance with regulations. Bids submitted shall clearly indicate whether the bid is a firm bid or the price varies with market conditions. If the bid is variable, the bid must include the following: 1. Base price or rack price & total price per gallon in effect as of 12PM, January 19, 2024 for all diesel and gasoline grades being bid. 2. Evidence of public knowledge of price being bid and tell how the information is obtained. 3. Explanation of when and how changes to the base or rack price are done. 4. Show formula for computation of price of each item being bid and indicate which factors are variable. This formula shall show all taxes, super fund, transportation, mark up, or other. 5. No additional charges will be allowed unless included in the bid.
