Specifications include, but are not limited to: The Department of Health, Office of Medical Cannabis Control and Regulation (OMCCR) is interested in procuring services to develop and implement an education and training program aimed at providing medical cannabis health education to medical cannabis patients, medical providers, and the public in Hawaii. The Contractor shall conduct research of market strategies and recommend optimal methods for medical cannabis health education and communication, considering resources and messaging for disseminating and reaching medical cannabis patients, medical providers, and the public in Hawaii. This will include the following: Assessing the health promotion, education, and communication needs of the medical cannabis program in consultation with the Patient Registry and Dispensary Licensing sections of OMCCR and with other DOH divisions and state agencies, as required. Obtaining health-related data about social and cultural environments, needs and interests of medical cannabis patients and all medical providers, including certifying providers with Hawaii’s medical cannabis program, and determining needs for health education based on the obtained data. With input from the OMCCR patient education working group, the Contractor shall develop educational content and campaign plans for medical cannabis patients, medical providers, and the public, focusing on promoting access to and safe use of medical cannabis within Hawaii’s medical cannabis dispensary system and through home cultivation; increasing patient and provider knowledge of medicinal qualities and adverse effects of cannabis; and increasing public awareness of cannabis-related harms. The medical cannabis health education campaign plans shall include logical scopes, activities and timelines, budget planning, and measurements for evaluating campaign effectiveness.
