Specifications include, but are not limited to: provide planning, projects and programs resource management services and advisory on civil, environmental, structural, electrical, surveying, geotechnical, traffic engineering services necessary to complete the Project Assignments including, but not limited to the following: I. PROGRAM MANAGEMENT AND OVERSIGHT 1. Develop program and project organization plans. 2. Manage the master program schedule and budget, related to monitoring individual and/or enabling support project schedules and costs. Provide quarterly progress reports. 3. Assist in development and review of professional services contracts and proposals related to the Hawai’i Harbors Modernization Program. 4. Assist in the development of Harbors Project Management processes and procedures. 5. Assist in and/or provide federal grants management and compliance oversight services. 6. Assist in Treasury related activities and cashflow expenditure forecasting to support Harbors capital improvement projects financial analysis. 7. Coordinating all work with applicable government agencies, harbor users and utility companies as applicable. 8. Coordinating activities within and across HDOT (to include other HDOT modal operations) and attending all project coordination meetings concerning the work required under the Project Assignments II. PROJECT MANAGEMENT AND SUPPORT 1. Review construction plans, specifications, and estimates (PS&E) for various complex Harbor Waterfront Modernization projects in accordance with State and Federal procedures and requirements. This would include complete PS&E packages as well as reviewing conceptual schematics, construction plans, specifications and estimate as part of any in-house design projects and may include post-design review services. 2. Provide recommendations on value engineering concerning recovery measures related to maintaining overall program schedule and budget. 3. Assist Harbors in the review of the Designer of Record design submittals for compliance with all Federal, State and City laws, including but not limited to: Americans with Disability Act, uniform building Codes, Fire and Life Safety Codes, and Environmental codes and permits.
