Specifications include, but are not limited to: This is a Request for Proposal for the Development of a Transit Strategic Plan. The Strategic Plan will be JCT’s roadmap for the future and must clearly articulate JCT’s vision, strategic direction, and the methods necessary to achieve these goals reflecting the input of Johnson County’s BOCC, users of the system, the Johnson County Transit Council (JCTC) and a multitude of regional stakeholders and partners. JCT is interested in an expedited process and expects the selected consultant to begin work in early 2024 and to have a completed strategic plan and related support documents finalized before the end of 2024. JCT is seeking an experienced and forward-thinking consultant/team to lead the Board, Executive Leadership and Stakeholders in the development of the Strategic Plan. The consultant should have experience in Strategic Planning and organizational strategy development with agencies similar to JCT. . JCT desires a plan that will reflect and take advantage of the unique position that Johnson County plays in the Metropolitan area and the State of Kansas, especially in the areas of job creation, education and quality of life. JCT strives to be innovative, efficient and a thought-leader in public transportation service provision. The plan should include a focus on vulnerable populations, economic/workforce development, access to mobility, innovation, sustainability, resiliency, organizational development, access to County-provided services and a philosophical justification for and roadmap to useful, efficient, and robust transit in a less-dense, geographically large suburban area adjacent to the urban core.
