Specifications include, but are not limited to: The property may include additional space that could be converted for other purposes and/or other flexible spaces typically found in hotels like a lobby, communal eating spaces, conference rooms, commercial laundry facilities, and office space. Building modifications may need to include kitchen and dining room facilities to meet HUD and ADA accessibility standards, day programming space needs, storage, etc. 1) Facility Management and Maintenance Proposers will detail their plan and capacity to manage and maintain the Facility and its operation for at least ten (10) years. Proposers should use the sample property description above to estimate costs associated with their plan. Johnson County will assign ownership of the property to the successful proposer upon closing per the conditions outlined in Section 9, Special Terms and Conditions. Johnson County’s purchase of the property is contingent on acquisition of a special use permit from the City of Lenexa to operate the Facility and/or if Johnson County is unable to secure a property to assign ownership. In this instance Johnson County would pledge up to six million dollars ($6,000,000) of funds for a successful proposer to use towards the acquisition of a property to manage and maintain for a HSS for at least ten (10) years. A copy of Lenexa’s special use permit requirements is attached as Attachment 1. The successful proposer will be requested to assist with the acquisition process. 2) Facility Operation and Service Provision Proposers will detail their plan and capacity to provide wraparound services for at least 10 years. The Facility will house a homeless service center and serve as a front door for individuals experiencing homelessness to support services toward transitional housing, supportive housing, and permanent housing. Proposers will provide details of planned wraparound services available at the Facility, including case management, workforce development, transportation, and housing assistance. Additionally, proposers will provide a proposed annual operations plan and budget for the first year of operation. 3) Business Plan for Facility Space Not Occupied by Homeless Service Center, Operations, and Services. The property acquired by the County may include additional space not occupied by the HSS and its operations or services (examples of additional space in a repurposed hotel may include an unused restaurant, extra hotel rooms, conference space or exercise facilities). Respondents will provide a vision for how this additional space could be used by developing a business plan.
