Specifications include, but are not limited to: a. The goal of this program is to reduce the amount of pesticides applied to the buildings and properties while keeping the buildings and properties free from pest issues. b. Work will be performed on high-profile properties, including schools and town buildings including the Town Hall and Library. Contractors must be able to perform their services in a neat, clean and professional manner. High quality and attention to detail is required. c. After the contract is awarded and the purchase order is in place, the following materials are required submittals for the services. i. Safety Data Sheets for the recommended products and testing reagents. ii. Product Data Sheets describing the proper use of the recommended products. iii. Resumes of the field service representative(s) and backup personnel. iv. Emergency hot line telephone number, procedure, and response time. Initial Inspection and Integrated Pest Management Program Creation a. Awarded contractor must perform a detailed initial inspection of each school/facility listed in the Scope of Work to familiarize themselves with the building, view existing conditions, and review the IPM plan currently in place. b. Within (10) business days of the initial inspection, contractor must provide the Enfield Building and Grounds Division Manager updated IPM plans (conforming to model plans required by section 22a-66l of the Connecticut General Statues, and any other applicable regulations) for each facility. c. IPM plans must be approved by Enfield Department of Public Works prior to the start of regular services. d. Recommendations for resolving any pre-existing conditions that may notcurrently meet the performance standards should be provided. Regular Service Visits a. Contractor will provide monthly service visits to all buildings listed in the Scope of Work. b. Service visits will target treatment and inspection (interior and exterior) for various pests including roaches, ants, silverfish, and rodents, etc. c. Customer issues that have accrued since the last service visit (that do not rise to the level of a “special service”-see below) shall be addressed during normal service visits. d. Regular service visits at school buildings shall take place after 1:30PM to limit disruption to building operations. e. No pesticides may be used during regular service visits. Reports and Records Maintenance a. Contractor will be responsible for updating and maintaining on-site records in accordance with the IPM for each facility. Records must be immediately updated at the conclusion of each service visit to a location, with an electronic copy sent to the Enfield Department of Public Works. A contact email will be provided for records. Special Service (as-needed) Visits a. Contractor is expected to provide adequate measures during regular service visits to mitigate chances of future pest problems. However, there may be emergent issues that require treatment or a unique situation that requires service between regular service visits. These special service visits will be at the request of the Building and Grounds Division of Public Works. i. Examples of special service visits include, but are not limited to, bee/hornet nest removal, reports of increased rodent activity, rats, heavy volume of ants in an area, etc. b. Contractor is expected to provide 24/7 emergency services within a 2-hour service window at the request of Enfield DPW.
