Specifications include, but are not limited to: A. The objective is to complete all elements of the design for incorporation into a construction bid package. B. The Scope of Work involves utilizing the provided conceptual documents and advancing the design towards Issued for Bid (IFB) Submission. The scope of work involves the following tasks which are further detailed within in this section: • Task 1 - Project Management and Administration • Task 2 - Project Controls and Risk Management • Task 3 - Project Quality Control and Assessment • Task 4 - Stakeholder and Third-Party Coordination • Task 5 - Real Estate and Adjacent Property Owner Coordination • Task 6 - Permits and Environmental Approvals • Task 7 - Access and Existing Utilities • Task 8 - Topographical and Field Surveys • Task 9 - Geotechnical Investigation • Task 10 - Public and Community Outreach Assistance • Task 11 - RAISE Grant Requirements • Task 12 - FTA Safety and Security • Task 13 - Traffic and Operations Modeling • Task 14 - Development of Construction Documents • Task 15 - RFP Development • Task 16 - Bid Phase Services • Task 17 - Construction Phase Services. C. Construction for the Route 36 improvements project will be completed in phases to facilitate testing of the new vehicles and provide access to the new Heavy Maintenance Facility (HMF) in advance of completing construction for the remainder of Route 36. The A/E Consultant shall prepare the design to accommodate a phased construction approach as follows: • Phase 1 shall include all construction to allow pilot vehicle testing on Route 36 between the 40th Street Portal and the Lindbergh Boulevard / 54th Street intersection. • Phase 2 shall include all construction for Route 36 between the Lindbergh Boulevard / 54th Street intersection and the end of line (EOL), 40th Street Portal, and any remaining items between 40th Street Poral and the Lindbergh Boulevard / 54th Street intersection that are not required for pilot vehicle testing. D. The design of the Route 36 improvements will include, at a minimum, the following: • Seventeen (17) new, accessible stations on the Route 36 corridor o Each station includes inbound and outbound platforms. The 40th St Portal is considered one station. o Stations on Island Ave from Buist Ave to Lindbergh Blvd will be constructed as part of the City’s ongoing Island Ave Reconstruction Project and are not part of this scope. • End of line facilities at Eastwick Loop o Provide layover space for new trolley vehicles o Design for an operator facility based on SEPTA’s standard design (to be provided by SEPTA) • Coordinating interfaces and access to the new trolley heavy maintenance facility (HMF) to be located at 5100 Grays Avenue in southwest Philadelphia, Pennsylvania o The HMF Project will include demolition and rough grading for the relocation of 51st Street as indicated on the Blossom at Bartram 15% Plans. The remainder of work associated with the relocation of 51st Street will be performed as part of the Route 36 Project. • Intersection realignments at eight (8) intersections along the corridor identified in the Operations and Capacity Study Appendix and T5/Route 36 Playbook • Stop sign conversions along the corridor identified in the Operations and Capacity Study Appendix and T5/Route 36 Playbook • Replacement or relocation of impacted Vehicle Tagging (VETAG) systems as needed at the 49th Street & Woodland Avenue intersection, Woodland Avenue & Chester Avenue intersection, and at the 40th Street Portal. Evaluation of VETAG requirements for access to the HMF.
