Specifications include, but are not limited to: The consultant will provide the following assessment and recommendations for improvement to JCCC. 1. Warehouse Operations - General a. Comprehensive analysis of warehouse and postal services operations. b. Efficiency and effectiveness of operational flow compared to other central warehouse environments. c. Shipping and receiving, returns processes and procedures, and general throughput efficiency. d. Staffing levels: management through front-line workers compared to other central warehouse environments. e. Operation and labor costs. f. Staffing solutions for part-time personnel, such as job-share and other trending applications (apps) to take advantage of a nimble workforce. g. Physical and electronic systems used to support fulfillment and inventory functions and control. h. Coordination and operations between warehouse and sustainability. i. Communication and coordination with Procurement Services and Accounts Payable (3-way match). j. Communication and coordination with other key departments. Ex. Printing Services as it relates to postage support on outbound mailers. Finance, as it relates to fixed asset management. k. Low-hanging fruit and actionable recommendations vs long-term recommendations. 2. Warehouse Layout and Space Utilization a. Facility layout including storage and staging. b. Current racking systems, storage types, and suggestions for improvement. c. Inbound and outbound docks, doors, pallet wrappers, and staging areas. d. Offices and breakrooms, floor workstations, and other facility support. e. Trash, sustainability/recycling, and packing/shipping supplies. f. Material Handling Equipment (MHE) and opportunities to integrate ergonomic, robotic, artificial intelligence (AI), and other human-assist technology and equipment. g. Kitting and value-added services that may enhance overall space utilization. 3. Technology a. Inventory methodology and recommend improvements or new technologies to enhance efficiency and effectiveness and. i. *At the time of this RFP, JCCC concurrently has an RFP for a Warehouse Inventory Management Software system (WIMS) - RFP 24-100 Warehouse Inventory Management Software System. ii. Vendors viewing this RFP may bid on both RFPs (24-066 Warehouse Operations Consultant and 24- 100 WIMS), however to mitigate a conflict of interest between both providers and solutions, JCCC will not award both RFPs to the same vendor. iii. Any inventory management analysis and suggestion should be limited to technical enhancements and integration with JCCC's ERP and not recommending a specific vendor. b. JCCC's ERP (Enterprise Resource Planning) system is Banner by Ellucian and uses the following other systems for Warehouse/Postal Services operations: i. SQBX Package Tracking Software ii. Microsoft Access and other Microsoft Office suite programs c. Advanced technology integration such as RFID, AI, automation, and other relevant technology integration to support future operation and what options should be avoided. d. Technology to reduce costs, improve efficiency, improve the accuracy and density of storage. 4. Safety, Training, and Continuous Development a. Training programs and suggestions to enhance personnel knowledge. b. Certifications that may benefit management and/or front-line personnel. c. Safety programs, measures and areas for improvement to enhance personnel knowledge. d. Professional organizations that may enhance the warehouse's knowledge of best practices and trends. 5. Documentation a. Create documentation for recommended changes, processes, and training materials. 6. Other a. Assessment of direct and indirect areas related to the warehouse that may need improvement.
