Specifications include, but are not limited to: Agency is requesting Proposers to conduct a Compliance Monitoring Program (“CMP”) to evaluate each Subrecipient’s compliance, follow-up on Subrecipient’s activities to achieve compliance, provide ongoing technical assistance to comply with requirements, report program status, and provide training. The CMP is not intended to be punitive, but more importantly provide Agency with an opportunity to identify training or other technical assistance needs, and identify weaknesses in such a manner that the Subrecipient can correct the deficiency. The evaluations will also identify best practices and excellence in project and program management. The CMP will be conducted to assess Subrecipient grant-related compliance through evaluation of the Subrecipient’s financial, administrative, operational, and related programmatic areas. The CMP must conform to the program requirements defined by Agency in its adopted State Management Plan (“SMP”), associated state and federal requirements for federal programs, 49 USC Sections 5310, 5311, 5339, and state requirements for the Statewide Transportation Improvement Fund (“STIF”) program.
