Specifications include, but are not limited to: Doña Ana County (County) is soliciting competitive sealed proposals from qualified Offerors to provide services for Executive Level Recruitment Services for Doña Ana County in accordance with the Scope of Work specified in this Request for Proposal (RFP). I. Development of Candidate Profile a. Review and update the County Manager’s existing job description. b. Obtain input from the Board of County Commissioners and other County staff members, as appropriate. a. In-person meetings or presentations to the County may be required. c. Develop a recruitment strategy, process, and timeline with the Board that aligns with the County’s mission, values, and strategic plan. d. Articulate key decision points for the Board. II. Conduct Active Recruitment and Screening a. Identify and recruit a diverse candidate pool. b. Implement a screening process and identify candidates that match the needs of the County, and its communities including, perform in-depth reference, media, and background checks to evaluate candidates’ educational background, past job performance, criminal history, financial background, and any other pertinent factors in accordance with applicable law. c. Deliver recommendations for eight to twelve candidates and provide candidate profiles for each. d. Offeror must maintain a diversity recruiting initiative to address minority and female hiring needs and practices to ensure they present a diverse pool of candidates that reflects the County’s needs. III. Support Interview and Selection a. Design and recommend to the County for approval an interview process, prepare interview questions for the Search Committee’s consideration, and other associated tasks. b. Assist with travel arrangements for finalists who will interview in person. c. Debrief the Interview Committee following each candidates interview and identify additional candidates if necessary. a. Meetings or presentations to the County may require in person attendance. d. Assist the County’s Human Resources Director with compensation negotiations. e. Advise the Hiring Committee of any other areas, services, or important steps to take that are not listed above. f. Notify applicants not selected.
