Specifications include, but are not limited to: The selected Contractor shall be expected to work closely with designated City of Portland personnel to perform the tasks described generally below. • Develop a grant strategy that aligns with PCC Chapter 5.73 and provides grant opportunities that reach underrepresented and underserved communities across Portland’ 4 Districts. • Maintain detailed records on all grant application materials, panel discussions, and grant recommendations. Including but not limited to grantee and programmatic demographic data. • Provide reasonable direct service and support to all grant applicants and grantees. • Provide a detailed list of all recommended grant disbursements to the Arts Program Manager for approval before any grants are awarded. • Prepare and maintain grant agreements for all grantees. • Distribute all grant awards, offering ACH transfers to grantees who prefer direct deposit. • .Submit a final report to the City Arts Program within 30 days following the conclusion of the fiscal year. This report should encompass a comprehensive list of all grants awarded during the fiscal year, along with detailed demographics of the recipients. Additionally, the report must include a thorough evaluation of the grant program's effectiveness using both qualitative and quantitative metrics. It should also assess how well the program aligns with the City of Portland’s Core Values, which include anti-racism, equity, transparency, communication, collaboration, and fiscal responsibility.
