Specifications include, but are not limited to: Pre-Hearing Activities - a. Establishment of basic philosophies following consultation with the Board of Equalization and County Attorney’s Office. b. Responsible for recruitment, selection, and training of the individuals who will service as referees according to set criteria for such as determined by the Board of Equalization. c. Development of reporting vehicles approved by the Board of Equalization. d. Development/implementation of referee procedures, to include policies and procedures for property valuation protests, following consultation with the Board of Equalization and County Attorney’s Office. e. Development of referee aids. f. Facilities/schedule coordination. g. Development of forms and other documents, approved by the Board of Equalization, to be used throughout the hearing process. Hearing Activities - a. Coordination of all referee activities, including scheduling hearings, monitoring hearing conduct, confirmation of billing hours, etc. b. Day to day monitoring of all referee activities. c. Consultation with referees on protest recommendations d. Coordination and oversight of all reporting to the Board of Equalization. e. Acting as a referee, when necessary, as time permits. f. Consultation with Board of Equalization, including, but not limited to, attendance and consultation at the open sessions of the Board of Equalization at which protests are heard and decided by the Board of Equalization. Post Hearing Activities - a. Coordination of a review session to discuss the referee procedures with those County offices involved in the property valuation protest process. b. Preparation and submission of a final report which: i. Summarizes the activities and procedures employed in the referee system. ii. Gives a detailed cost analysis of the referee system. iii. Provides an assessment of the effectiveness of the referee system. iv. Makes appropriate suggestions and recommendations regarding the use and structure of the referee system in the future. c. Appear as necessary as witness before the Nebraska Tax Equalization Review Commission to testify regarding referee action and related issues in cases appealed from the Board of Equalization. Such appearances shall require the ability of the Coordinator to enumerate any and all methods of valuation used on the subject property and may require the provision of additional valuation support documentation.
