Specifications include, but are not limited to: 1. Engage Interested Parties and Form a Core Team The Contractor, with assistance from Sandoval County, will assemble and convene the CWPP Core Team and/or determine new and additional stakeholders who should be invited to participate. Core Team members could also be derived from the agency cooperators list utilized for annual fire preparedness meetings. The Core Team will represent important agencies and stakeholder groups with an interest in wildfire prevention and will be responsible for developing the CWPP risk assessment, developing recommendations for fire prevention and a risk list of attendees and minutes from all Core Team meetings. The Contractor will coordinate, facilitate, and conduct follow-ups for meeting with the Core Team throughout the planning process. The first meeting will be within six weeks of contract award. The Core Team will review the original plan, identify changes to the risk assessment and make recommendations for risk reduction measures and projects, the meetings will last approximately two hours. Core Team members will provide all requested information within two weeks of request. 2. Establish a Community Base Map Working collaboratively with the Core Team, the Contractor will update the existing community base maps for the CWPP that encompass the entire project area. The maps will present information on including but not limited to land ownership boundaries, vegetated areas that may contain critical human infrastructure, community wildland urban interface (WUI) areas at risk, forest and grassland areas at risk for large-scale fire disturbance, watershed boundaries, fire history and previous fuel treatments, topographic conditions, access roads, hazardous material locations and locations of suppression resources. Community base maps will be completed within three months of award. No new base maps will be required; only minor edits to the originals may be needed. The County and Core Team will provide all requested GIS data within two weeks of request. 3. Develop an Initial CWPP Outline The Contractor in collaboration with the Core Team will determine the structure and content of the CWPP and ensure that the CWPP update adheres to State guidelines. In order to modernize the document, the Contractor should align the CWPP update with the three goals of the National Cohesive Strategy: Restore and Maintain Landscapes; FireAdapted Communities; and Respond to Wildfires. Federal agencies utilize the Cohesive Strategy when developing policy and budgets; this approach therefore would align the County with future federal funding, prepositioning all stakeholders to better leverage funding sources for projects. Should the County choose this approach, recommendations to treat hazardous fuels, reduce structural ignitability, increase education and outreach, and enhance fire response capability shall be nested within the three goals. The revised CWPP will be a user-friendly document. The Contractor will facilitate a discussion with the Core Team to determine the most appropriate structure and content for the CWPP in order to keep the document fresh and streamlined, while having the necessary content to provide meaningful analysis and recommendations, and the appropriate detail to support funding applications.
