Specifications include, but are not limited to: Minnesota Session Laws 2021, First Special Session, Chapter 5, Article 4, Sec. 133 requires the Minnesota Department of Transportation (“MnDOT”) to develop a freight network optimization tool to better understand and analyze freight flows throughout Minnesota. Due to the technical nature of the deliverables sought through this RFP and subsequent contract, MnDOT has partnered with the Minnesota Department of Information Technology Services (“MNIT”) to achieve this directive. The successful Responder will collaborate primarily with MnDOT and MNIT but should anticipate additional collaborative efforts with and/or feedback from the Minnesota Freight Advisory Committee (“MFAC”), Minnesota Department of Employment and Economic Development (“DEED”), transportation and freight industry experts, and other project stakeholders.
