Specifications include, but are not limited to: This CMMP includes procedures for the handling and storage of debris and petroleum contaminated soil excavated from the site, transport and containment of potentially contaminated soil, equipment decontamination, health and safety, and contractor reporting procedures. The procedures contained in this CMMP do not preclude additional site- or project-specific requirements required to protect the health and safety of workers. The Contractor is responsible for performing due diligence to ensure the safety of their employees. The CMMP applies to construction activities that will disturb the ground surface and outlines handling and containment procedures for contamination identified in Shannon & Wilson’s report titled Harold Kaveolook School Site Characterization Summary Report, dated November 2022. If additional information regarding other contamination is provided to NSB during the project, NSB will inform the Contractor of the new information. No changes will be made to this CMMP nor implemented in the field without first notifying and obtaining approval from the DEC. Due to the presence of fuel-contaminated soils within the project area, a Qualified Environmental Professional (QEP) or Qualified Sampler (QS) will be onsite to support all field activities that result in disturbance of the soil. The QEP or QS must meet the requirements presented in Alaska Administrative Code (AAC) 18 AAC 75.333. The environmental consultant will provide the NSB and DEC with a list of names and qualifications for the project QEP and/or QS prior to the start of the project.
