Specifications include, but are not limited to: A. Perform desktop study on Charter Oak Well #2a, #3 and #4 to determine the best available technology (BAT) for treatment of the organic compounds and/or inorganic contaminates at the additional locations. B. Provide a detailed report that will include: • Confirmation on the recommendations of the previous Study. • Additional recommendations on the treatment alternatives including the 3 additional wells utilizing (BAT). • Cost estimates, including O&M costs, staffing requirements and anticipated capital investment for each of the recommended treatment options. • Preliminary design concepts. • Determination of the best long-term approach for reducing the organic compounds and/or inorganic contaminates at each location. • Determine if alternatives to treatment exist, such as purchasing water that would preclude the need to treatment the well/wellfield. • Prepare cost estimates including O&M costs, staffing requirements and anticipated capital investment to buy water. C. Determine what, if any, permits are necessary to purchase water and costs associated garnering the permits. D. Provide a recommendation based on capital investment and O&M cost as to whether treating the well or purchasing water is the best alternative. • Present the findings of in a draft report to the Department for review. • Review comments from the Department on the draft report and prepare responses and/or incorporate into the final recommendations. • Prepare and submit the final report to the Department for review. • Incorporate any comments from the Department on the final report. • Prepare and submit five hard copies of the final report as well as digital copy.
