Specifications include, but are not limited to: The successful proposer will work with DLCD staff to create a common methodology from which to advise and assist participating cities and counties or other technical assistance award grantees on equitable community engagement for the purposes of satisfying DLCD’s commitments to equity and inclusion in our Grants Allocation Plan. Provide five to eight hours of technical assistance per grantee to support their development of robust outreach and engagement plans, increase local government capacity to engage diverse community members in planning processes, and design efforts for inclusion of priority populations. Guidance and/or coaching might include: how to conduct demographic and other quantitative analysis to identify historically underserved communities within each project area, how to provide culturally specific services such as translation and accessibility considerations, and/or how to support community members to engage in public process who many not be able without financial support. Assume up to 15 grantees. Priority populations will vary by community to include but not be limited to those listed in the State of Oregon Diversity, Equity, and Inclusion Action Plan.
