Specifications include, but are not limited to: Task 1 –Project Kickoff and Production Activities • Coordinate regularly with Rochester Public Transit (RPT) staff. Consult with RPT to ensure that vehicles purchased will meet the Buy America requirements under FTA. • Review manufacturing procedures with specific attention to Buy America Requirements. • Consult with the manufacturer’s production manager to identify and inspect all major components and sub-assemblies intended for use on RPT’s vehicles. • Ensure compliance with Federal, State, and City procurement laws and policies. Task 2 – Review Internal Quality Control • Review the manufacturer's internal Quality Control Program at the onset of the project to ensure that the project is complete and being constantly maintained. • Record findings from QC system audits on an Internal Audit Form, and report findings to RPT. • Any deficiencies will be corrected on each vehicle before sign-off, and the information will be documented in a final report to RPT. Task 3 – Inspection of Vehicle Production • Inspection team will have available a check list of items, all specifications, and contract documents on vehicles. • Upon completion of the production of each unit and conditional acceptance by the inspectors, each vehicle will be given a final review for compliance with contract specifications. • Any discrepancies or defective items discovered will be called to the attention of the manufacturers Quality Assurance Representative. All vehicle information will be documented in a final report to RPT. Task 4 – Production Meetings and Open Issues • Notify RPT of any discrepancies or defective items discovered and bring items to the attention of the manufacturer’s quality assurance representative. • All deficiencies will be corrected on reach vehicle, and the information will be documented in a final report to RPT. • Ensure that the manufacturer correct each production fault and complies with quality standards and specification requirements. Task 5 – Post Delivery Buy America Audit • After completion of post-delivery inspections and conditional acceptance testing of RPT’s vehicles, contractor will prepare a post-delivery Buy America Audit report for the vehicle order. • The Post-Delivery Buy America Audit report will be distributed to RPT following the receipt of all Buy America reporting materials from the manufacturer and production of the last vehicle that has been accepted and delivered to RPT. • TRC’s Post-Delivery Buy America Report will be submitted to RPT in PDF format via email and printed copies mailed to RPT’s project manager.
