Specifications include, but are not limited to: In coordination with Oregon Metro and regional partners, the City of Tigard applied for and was successfully awarded federal Safe Streets and Roads for All (SS4A) funding to develop a comprehensive transportation safety action plan. With this funding, the City of Tigard will complete an action planning process following the eligibility guidelines of the federal SS4A grant program. The SS4A action plan eligibility criteria includes the following elements: Leadership Commitment o Council resolution committing to achieve zero roadway fatalities and serious injuries by a date certain, or % reduction by a date certain with eventual goal of zero roadway fatalities and serious injuries. Planning Structure o Creation of a task force or similar body with oversight of plan development, implementation, and monitoring. Planning Process Inputs o Develop safety analysis of existing conditions and historical trends setting a baseline of crashes involving fatalities and serious injuries. o Robust engagement with the public and stakeholders that allows for direct feedback. o Plan development using inclusive and representative processes. Identification of underserved communities. Analysis inclusive of population characteristics and initial equity impact assessments of proposed projects and strategies. Planning Process Outcomes o Assessment of current policies, plans, guidelines, and/or standards to identify opportunities to improve transportation safety o List of specific projects, strategies, descriptions of programs, and explanation of prioritization criteria used. o List of interventions focused on infrastructure, behavioral, and/or operational safety. o Description of how progress will be measured over time that includes, at a minimum outcome data.
