Specifications include, but are not limited to: Water Reclamation Activities. This portion of the scope of work is anticipated to involve the following elements: A. Design Phase. (1) Attend kickoff and design progress meetings. (2) Complete design topographical surveys and geotechnical investigations. (3) Review available information pertinent to the Project, including reports and data relative to previous designs, construction, or investigation at or adjacent to the Site. (4) Preparation of draft and final engineering design documents, including plans, specifications, contract documents, and cost estimates. (5) Draft plans shall be submitted to The Town at 60%, 90%, and 100% completion with cost estimates of all line items matching in the Bid Schedule of the specifications for review and comment. The Consultant shall allow at least two weeks for review of each plan submittal. (6) Submit final design plans, specifications, design report, and other documents to The Town and applicable agencies for review and approval. (7) The Consultant shall prepare the entire Project Bid Specifications, including all required technical specification sections and forms. (8) Final Construction Cost Estimate – Prepare a final itemized construction cost pursuant to the final design. Line items shall correspond to the bid items in the specifications. B. Permitting Phase. (1) Prepare all permit and approval applications for the project as required, including without limitation, a Significant Amendment to the Arizona Department of Environmental Quality Aquifer Protection Permit, Northern Arizona Community Organization of Governments (NACOG) 208 Plan, and any Federal, State, County, and Local permitting. (2) Attend all meetings and respond to all comments related to the application and securing of the required permits. C. Bid/CMAR Selection Phase. (1) Assist the Town in preparing project documents for advertisement and bid. (2) Attend a pre-bid conference, respond to technical questions from potential bidders, and issue addenda, as required. (3) Assist in bid opening, provide bid tabulation and recommendations to the Town for bid award, and assist in contract development. D. Construction Phase. (1) Attend pre-construction meeting(s). (2) Provide engineering support during construction, including submittal reviews, contract administration, applications for payment, change order pre-operations, etc. (3) Review the selected contractor’s progress payment request and certify that amounts/quantities claimed accurately reflect work performed and materials supplied during the payment period. (4) Provide services related to change orders such as preparation of change order proposal description and justification documentation, assistance with negotiation of change orders with the contractor, making recommendations to the District regarding any change orders, and processing the formal change order documents.
