Specifications include, but are not limited to: Provide consultation service for enterprise improvements principles, methodologies and /or techniques for the Utah Department of Corrections (UDC) to assist with reviews, analysis and decision relating to technology, security, and education. These services will be on an as-needed basis, with projects determined by UDC Director/designee. Vendor shall: Utilize industry best practices, techniques, and standards throughout entire project execution, monitor progress and adjust as needed and measure project performance to identify areas for improvement. Comply with all applicable UDC policies and procedures, and joint policies or protocols developed between the vendor and UDC. Discuss project requirements with key stakeholders to determine objectives, timeframe, and deliverables within the fields of technology, finance, and education. Perform studies necessary to support the project and develop conceptual plans and cost estimates as well and identify and evaluate multiple alternatives including cost/benefit, return on investment, break-even point, and other analyses. Research and assess current agency contracts and state cooperative contracts, providing UDC with information on the services and/or products that the Contractor can deliver. Provide regular oral and written reports and project updates on a consistent basis to UDC about strategy, adjustments, and progress. Educate and address UDC staff concerns about available products and services in the marketplace, including answering issues about security, functionality, and cost, among other things. Ensure that turn-key solutions are deployed properly and that current/future providers satisfy their contractual responsibilities in terms of functionality and installation.
