Specifications include, but are not limited to: assist with survey data analysis, GIS analysis, and designing the final deliverable of the Statewide Comprehensive Outdoor Recreation Plan (SCORP). Outsourcing may be required to complete all required deliverables. The DOR team has developed two online surveys (closing on Dec. 1st), conducted public outreach, and captured responses. The selected vendor will summarize and clean the survey data to create graphics and ensure that survey results statistically represent Utah's demographic composition. The GIS portion of this request will primarily include a spatial analysis that assesses population density/housing opportunities and its proximity to outdoor recreation assets/open space. DOR will provide a recreation asset database, all other open space/agricultural/sensitive lands data will be sourced from the Utah Geospatial Resource Center or other sources. The final deliverable of this portion of the project will be an ArcGIS Online service layer that DOR will host in perpetuity, as well as 8.5x11" PDF versions of the map. The Outdoor Recreation team will work directly with the chosen vendor and generate written content. The DOR team will supply and curate images for the SCORP, but any photos the vendor has rights to use may also be considered. The Outdoor Recreation team will prioritize the documents' clarity in presenting a large amount of information, which will include info-chart and table design and limited graphics. When finished, the PDF version of the SCORP will be an 8.5" by 11," saddle-stitched booklet. The document will be printed and shared online, so we'll need a finished, print-ready file as well as a PDF to share digitally. Additionally, consistency in look and feel to DOR's branding is important.
