Specifications include, but are not limited to: The Contractor shall design a secure custom website application portal with a direct, co-branded URL fitted with multi-factor authentication and interactive online support functions. a. The portal shall include: 1. The capability for applicants to create and customize a unique profile including: i. First and last name; ii. Username and password choice along with reset option via e-mail; iii. Name and location of high school or homeschool; and iv. Intended accredited college or university or accredited technical or trade school. 2. The capability for applicants to complete and submit scholarship applications including: i. The capability to fill out application fields on desktop and mobile applications; ii. The capability to upload documents and attachments including but not limited to essays, letters of recommendation, transcripts, and personal statement; and iii. The capability to check the status of any application progress at any time; edit the application at any time before the application deadline; and/or save any progress and be able to return to the application prior to the program deadline. 3. A notification center that facilitates reminders via e-mail of: i. Application, document, and attachment submission confirmation; ii. Notification of missing application materials/items; iii. Status of application; iv. Acceptance or rejection notification; v. Password resets, if required periodically; vi. Custom notifications (if directly and specifically approved by the Tennessee Securities Division prior to disbursement of scholarship funds); and vii. Other alerts. 4. A fully functioning administrative backend provided to the Tennessee Securities Division to: i. View application statistics including, but not limited to, application status; number of applicants; number of applications per region, county, and any additional information requested by the State; ii. Review reports and usage analytics of the portal; and iii. Generate and export reports based upon predefined database fields and calculations: 1) Site-wide reports; 2) User-data reports; 3) School-specific reports; and 4) Website usage analytics.
