Specifications include, but are not limited to: The City is seeking sealed proposals from qualified vendors to provide multiple, randomly scheduled, observed, drug screens, each month that the participant is in the B-SOBR program. Beaverton Municipal Court's B-SOBR DUII treatment court requires the ability to monitor and test participants of the program for substance abuse. Urinalysis is one way this is conducted. The quality of the testing from sample collection to processing the test requires an observed sample, clear and documented sample flow from collection to final test results. Best practice calls for an observed sample collection. BMC is looking for a vendor that can and will comply with these requirements and achieve the highest quality results or the testing may not provide benefit to the program at all. Services to be provided by the vendor overseeing the drug screens, include, but are not limited to the following: Vendor should be using a nationally certified lab. A. The B-SOBR Court should have access to the vendor’s drug screen software program, allowing BSOBR Court access to all drug screen information pertaining to B-SOBR participants. B. All drug screen results need to be provided to B-SOBR Court within 48 hours of actual drug screen. 1. Notification of a drug screen result being either positive or negative is not sufficient. The complete drug screen result is to be provided. 2. Notification of all dilute drug screens and missed drug screens is to be provided to the B-SOBR Case Manager within 48 hours of the scheduled drug screen. 3. These results could be provided online, in the vendor’s drug screen software program. Or they could be provided through faxing or emailing of complete drug screen result to B-SOBR Case Manager. C. A minimum of two drug screens are to be available to B-SOBR participants weekly. D. Drug screens are to be randomly scheduled. 1. Vendor is to use a system in picking the date of a drug screen, which gives each day of the week, a one in seven chance of being picked, for that week. a. Drug screens should be provided seven days a week, 365 days a year, including weekends and holidays. b. A computer randomizer program should be used for scheduling. c. Having a counselor, or another individual, decide ‘randomly’ whom should be tested is not to be used. E. B-SOBR participants should be notified via text message or having to call in to a specific phone, to be notified of having to provide a drug screen.
