Specifications include, but are not limited to: The Contractor will conduct at least one biennial (every two years) Technical Assistance and Review site visit of one- or two-day duration for each subrecipient. Currently, NMDOT has 21 Section 5311 subrecipients. The number of subrecipients may vary from year to year. The review process will be conducted using BlackCat, NMDOT’s electronic grant management and award performance system. The review process is as follows: • Prepare pre-site visit questionnaire, which involves updating the final questionnaire from the last site visit to incorporate new/revised questions and requirements. • Schedule site visit and issue pre-site visit questionnaire. Site visits should be grouped geographically and coordinated with NMDOT and Subrecipients. • Review completed questionnaire and supporting documents. • Issue annotated pre-site visit questionnaire. • Conduct on-site visit. • Issue draft report and review with transit staff. • Issue final report within 30 days after site visit is conducted. • Provide follow-up and technical assistance to subrecipients as they submit corrective actions on deficiencies and implementation plans for recommendations.
