Specifications include, but are not limited to: The City of Bartlett, Tennessee (City) is soliciting proposals from experienced and qualified respondents to provide bids for a digital logging recorder system. The solution shall be designed to support one primary public safety answering point (PSAP) located at 3730 Appling Rd., Memphis, TN 38133 and a backup PSAP located at 3587 Altruria Rd., Bartlett, TN 38135 in the Public Works building. The City desires a redundant solution capable of a geo-diverse de-centralized recording of existing analog technology at each site, along with capabilities supporting Session Initiation Protocol (SIP) recording anticipating the transition to a National Emergency Number Association (NENA) i3-compliant Emergency Services Internet Protocol (IP) network (ESInet). In addition to recording all call handling, the solution must support synchronized recording of both analog and digital radio, provide computer-aided dispatch (CAD) screen capture, and provide capabilities for audit trails. The Respondent must provide a complete turn-key system including all hardware, software, licensing, and installation services. The Respondent must include work associated with the project to relocate the logging recorder system equipment, interfaces, connections, and all appurtenances to the new main equipment room currently under construction (building expansion) at the primary PSAP facility. The construction will not be completed until at least May 2024, and will house PSAP staff and supporting equipment. Since it is anticipated that this logging recorder system will be installed (primary side) prior to construction completion, the Respondent must plan to relocate this side of the system when the PSAP transitions to its new location, including all pricing needed for this relocation.
