Specifications include, but are not limited to: Eddy County, New Mexico, is seeking proposals from qualified firms to obtain Construction Management, Observation, Inspection, and Consultation for the County of Eddy to meet the broad range of needs of the County. All work performed regarding Construction Management, Observation/Inspection, Project Administration, Construction/Project Consultation pursuant to this RFP will be under the direction of the Procurement Manager, Department Head of Public Works and Projects, and/or County Manager with input from the Board of County Commissioners. The scope of work for this solicitation may include the following individually or in conjunction of Eddy County Personnel or those designated by Eddy County Personnel: Construction Management: 1) Coordinate with Contractor and prepare executed contract document packages to include all requirements of federal, state and local projects. Include construction schedule, traffic control certificates, quality assurance certificates, quality control certificates, equal employment opportunity policies of the contractor, contractor’s safety & loss program, and contractor’s policies on affirmative action programs. 2) Prepare Notice to Proceed 3) Coordinate and conduct a pre-construction conference. Include discussion on requirementsfor EEO, DBE, wage decisions payrolls, NPDES, testing, video-taping, traffic control and other requirements relating to federal-aid projects. Prepare and distribute minutes. 4) Review and approve contractor’s pay applications. Verify quantities and compliance with specifications. 5) Coordinate and prepare construction contract modification/changes orders as needed. 6) Review and approve contractor’s material/product submittals. 7) Conduct weekly interviews with contractor’s and sub-contractor’s employees for compliance with state and federal wage rate decisions and EEO requirements 8) Approve and certify all project documentation (Daily diaries, source books, certificates of compliance, estimates, NPDES, payrolls, subcontracts, traffic control, testing reports, DBE and EEO) 9) Track labor according to federal guidelines (LCPT Tracker and B2GNow). 10) Monitor contractor’s construction schedule compliance and manage contract adjustments.
