Specifications include, but are not limited to: Easement and Property acquisition services are needed by the Western Virginia Water Authority for various utility projects. The contracted Offeror will work closely with Authority staff to prepare and secure easements from property owners and work with the Authority’s Attorney to secure and record documents. It is prudent that this be carried out in the utmost professional manner to facilitate the Authority’s project needs and protect the rights and interests of property owners. Acquisition services needed for utility projects include, but are not limited to temporary and permanent easements, right of entry agreements, and purchase and sale of property. Typical easement acquisition processes for capital improvement projects: 1. Initial communication with property owner at 30% design 2. Draft easement and exhibit plats presented to property owner at 60% design 3. Easement valuation calculations based on tax assessment and comparable sales 4. Negotiations with property owner 5. Development of special provision agreements 6. Easement settlement and recordation Other easement and property acquisition services that may be needed: 1. Right of entry agreements 2. Deed/title research 3. Full appraisals 4. Coordination with the Authority’s attorney’s office
