Specifications include, but are not limited to: The selected Vendor will be responsible for carrying out the following: 1. Administrative Activities: (a) Create a pool of potential Fellows from relevant graduate programs (graduates or students in final semester) and early-career planners. (b) Identify and screen potential Fellows for the particular scope of work for which the Department has made a grant; refer appropriate candidates to municipal grantees. (c) To the extent that municipalities are not able to hire expeditiously and/or desire that the Program Manager serve as the employer on behalf of the municipality, the Program Manager would serve as the employer and the grant funds would flow to the Program Manager. 2. Operational Activities: Establish and operate a shared-learning program for the Fellows to enhance their efficacy and expertise.
