Specifications include, but are not limited to: • Existing Conditions and Uses Analysis: º Create an Existing Conditions Analysis that identifies existing infrastructure including roadway, drainage, retention, sewer, water, gas, electrical, telecommunication/fiber networks. Identify capacity issues and any other shortcomings of existing infrastructure conditions. º Create an Existing Uses Analysis of all existing uses in the planning area, including, but not limited to a narrative description of uses, programming, activities, events, employment, etc. • Stake Holder Participation Plan: º In close coordination with the city, create a plan/schedule of interviews, meetings, presentations with area stakeholders for the purpose of identifying current and recommended uses, infrastructure, design, and amenities. • Master Plan for Future Development. Master plan should include: º Develop a Master Plan of a +/- 1200-acre industrial park consisting of publicly held lands (+/-400 acres) and privately held lands. º Land Use Plan, including resulting lot configuration. Include 100K sf spec building concept. Ingress, egress, and traffic flow of roads in entrances. Assess access to Sonoran Desert Parkway currently in design. º Infrastructure improvements, including, but not limited to roadway design, anticipated traffic volumes, drainage, stormwater management features, potential rail spur and utilities (sewer, water, gas, electrical, telecommunications, fiber). º Implementation Plan, including a recommended development plan and cost estimates for improvements with short-term, medium, and long-term opportunities. º Analysis of rail access benefit, potential rail spur configurations, timeline, and expenses. º Analysis of and Recommendations for Covenants, Codes, and Restrictions as they relate to current city codes and intended to revise current city codes.
