Specifications include, but are not limited to: The department is researching the marketplace for online database systems in which users can upload contract files, approve contract entries, track the review process, and manage fully approved contracts. The current process includes drafting, review, and approvals outside of a system and then entry into a database for final approvals outside of the department. The department is looking for a way to track contract drafting earlier in the process and document review steps during the procurement review process. Additional ideal functionalities include system-generated reminder emails, the ability to capture budget information, the ability to capture invoice information and create a running balance on the maximum liability, the ability to send something back to the end user for correction, and the ability to input notes during each tracking phase. The department estimates about 1,300 users for the system with various user level rights including inquiry, input and update information, and super users who can input, review, approve, and comment as part of the contract review process.
