Specifications include, but are not limited to: UM seeks consulting services of a firm experienced in Public Private Partnerships and the various P3 delivery/contract types to provide the following: a) Area market study and/or feasibility study including assessing the ideal financing model and the impact on university revenues, expenses, and indebtedness. The market study and/or feasibility study would likely require multiple parts. For example, such market/feasibility studies might include on-campus development versus development in adjacent areas and/or any proposed development(s) in the immediate vicinity of the University property. b) Highest and best use analysis and review of underlying business and market assumptions of the proposed project(s), evaluating historical financial information, considering current and future market conditions in the field of the project, evaluating pro forma financial information used in the decision-making process, and preparing a written analysis of these and other matters, including the anticipated effects of the proposed transaction and operations on the University and the IHL system and a determination of whether the proposed project justifies approval and an explanation of the likely impacts, risks, and prudency of the proposed transaction c) Identify barriers to implementation of P3s as well as alternatives to overcome those barriers.
