Specifications include, but are not limited to: Diagnosing the Planning and Development, Zoning, and Subdivisions Chapters Researching, analyzing, drafting, and editing of ordinance amendments for code sections requiring high levels of assistance Reviewing staff-drafted ordinance amendments for code sections requiring lower levels of assistance Proposing public engagement efforts for residents and businesses based on available resources and expected outcomes o Engagement proposals should include a survey component and consider mechanisms to reach traditionally underrepresented groups o Implementation of public engagement will be carried out primarily by City Staff Creating illustrations to help explain complex zoning concepts, when applicable Attending and presenting of materials at a maximum of four City Council and four Planning Commission meetings o Kickoff meetings will be held with both the Planning Commission and City Council o No joint meetings between the Planning Commission and City Council are to occur o At one City Council meeting, the consultant will present findings of the aforementioned code diagnosis to the City Council o The public hearing for the ordinance changes will be held by the Planning Commission and will provide an opportunity for public input o The consultant will be expected to attend and present at the final City Council meeting Meeting with City Staff for regular check-ins on a biweekly basis at minimum
