Contractors must explain if a feature currently exists or needs to be built out. 2. Basic Functionality: a. Security - Software functions and company processes align with robust, modern security standards, including role-based access control measures, automated audit logs, multi-factor authentication, automated session timeout, security drills, breach detection/response procedures, encrypted data storage, E2EE data transmission, and data backups with robust digital and physical protections. User Interface - User interface is intuitive, modern, responsive, and customizable. b. Document Management - HSD staff can create, store, and modify templates for relevant grants management modules. Documents can be stored and accessed via the cloud. Preference given to software that also automatically digitizes uploaded documents into fillable forms that integrate into the site, integrates autofill capabilities, and/or facilitates electronic signatures. c. External Connectivity – Data is stored and accessed via the cloud. Site can interface with third-party API-enabled applications. Data is exportable in a usable format. Data across every module can also be automatically exported into a third-party APIenabled application on a set schedule. d. Tech Support - Company provides accessible, timely, and professional tech support and training. e. Defects - Software is free of obvious defects. Company embodies a solutionsoriented approach to newly discovered defects. 2. Full-Service Grants Management: a. Subrecipient Application - An accessible, public-facing application portal that includes automated pre-application eligibility assessments, conditional formatting, and validation features. b. Pre-Award - Scorers can easily and quickly review applications, access scoring rubrics, and assign scores and justifications. c. Project Setup - HSD staff can set up detailed initial budgets, contracts, goals, and other supporting documentation. Subrecipients can edit project components within customizable security parameters set by HSD staff. d. Project Management - HSD staff can manage project milestones, progress towards key metrics, task assignments, and customer relations HSD staff can communicate with subrecipients and track technical assistance needs using a ticket system
