Specifications include, but are not limited to: Task 1: Planning: Establish a newly licensed, gender-specific and trauma-informed women’s ASAM level residential treatment program that is accessible by public transportation and will be accepted by the local community members. A. The applicant must submit evidence of pre-planning in their proposal, including identification of a safe space (this can be either a proposed or an expansion of an existing location), the beginning plans for engagement with the municipality in which the facility will be located, and list of key partners. Failure to identify a space within 90 days of being awarded will result in the contract being canceled. B. An equity engagement plan to address how your organization acknowledges and addresses institutional bias and structural racism, and how you seek to eliminate disparities. C. Applicants must be ready to pursue municipal approval within 3 months of receiving these dollars. While the applicant does not need city/town council approval prior to applying for funding, the application should outline its plan for seeking and receiving that approval. D. A sustainability plan to ensure that the facility remains in operation after the grant start-up funding period ends as evidenced by working towards contracting with Medicaid and multiple commercial insurers. E. Applicants are expected to accept Medicaid clients as well as working to find funding with other funders to cover other issues related to the treatment of the uninsured or underinsured as clinically appropriate. F. Applicants are also expected to apply for a SUD residential license through the Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals within 120 days of funding award.
