Specifications include, but are not limited to: The investigations shall include an initial review of each complaint, interviews with the complainants, school officials and other interested parties, a review of relevant documents, and legal analysis. After conducting each investigation, the Contractor shall write a report with findings of fact and conclusions, submit the report to KSDE for review, and mail or email the report within specified timelines. Complaint investigations sometimes require traveling within the state of Kansas, including overnight travel. The Contractor shall also assist KSDE, upon request, in any appeal of the complaint report. In addition, the Contractor shall participate in continuing educational opportunities related to special education law. The Contractor shall provide the following investigation services: • Receiving complaint form by mail or other delivery method. • Conducting a thorough investigation. • Writing a report with: (a) findings of fact and conclusions; (b) a statement of the reasons for the decision; (c) a statement describing any corrective actions which are required; and (d) a statement specifying the time period for completing the corrective actions. • Submitting the report for KSDE review. • Mailing, or through other delivery method, sending the report to the parties involved within 30 days of the day the report was received by KSDE. • Assisting KSDE, upon request, in the appeal of a report. • Participating in continuing educational activities regarding special education law.
