Specifications include, but are not limited to: Contractors shall provide the following types of tasks: 1. Providing strategic financial planning advice and assistance; 2. Advising in the development and maintenance of the Airport budget and reconciled airline and tenant rates and charges models; 3. Assisting with development, implementation, reconciliation and negotiation of financial aspects of the existing and proposed airline use agreement and other tenant agreements including but not limited to Consumer Price Index (CPI) calculations for annual rate increases; 4. Conducting routine rates and fees assessments and advise PSP staff on changes to rates and fees structures effecting aeronautical and non-aeronautical revenue sources; 5. Participating in financial planning for project development with respect to Airport development and expansion projects; 6. Providing assistance in negotiations regarding financial, development and construction, business terms and contract language for Airport expansion projects; 7. Counseling and advising staff with respect to aviation business concepts, air service development, commercial airline and general aviation issues, rental car affairs and other business development matters of the Airport; 8. Assisting with the support of management agreements, as needed, including the Fixed Based Operation (FBO) operation, parking operation, rental car facilities, commercial vehicles, transportation network companies, and FIS/International Arrivals Facility 9. Researching industry trends related to, but not limited to contracting trends, benchmarking data, and identification of existing and new revenue streams; and 10. Maintaining and updating airport pro forma cash flow analysis; 11. Working with Aviation and City Finance personnel to assist with development of Airport’s audited annual financial report; 12. Identification of financial metrics in support of debt management program; 13. Identification of appropriate funding sources, in support of Airport’s capital initiative 14. Working with Airport Executive’s Office, City Manager’s Office, City Council, City Finance Department, Local Government Commission, Bond Rating Agencies, CA Legislature, Federal Agencies and other governmental units and agencies in support of Airport expansion projects; and 15. Providing other financial consulting services as requested. Airport Business and Revenue Consulting Services. 16. Providing other services within its field of expertise as requested by the Aviation Director. 17. Performing such other functions normally contemplated to be within the scope of duties of a fully qualified financial advisor. 18. Providing all necessary financial analysis and modeling for new and amended Passenger Facility Charge applications and airport revenue bond issues 19. Providing support for financial and business-related reports, analysis, and forecasting including: Passenger Facility Charges (PFC), Customer Facility Charges (CFC) and Airport Capital Improvement Program (ACIP) support, including grant reporting. 20. Helping assess various business development opportunities, to include analysis on fiscal impacts, regulatory compliance and general risk assessment.
