Specifications include, but are not limited to: The specific tasks will include, but are not limited to the following: a. Government Contract Accounting Services: 1. Provide governmental contract accounting services expertise as requested by the Client Agency; 2. Develop recommendations to improve accounting control and to increase efficiency of processes; 3. Make recommendations that address the revision of general business practices, including but not limited to profit and loss reporting; and 4. Establish procedures that enable Client Agencies to accurately set rates for services offered to other organizations. b. Government Contract Auditing Services: 1. Contractor shall provide governmental contract auditing services expertise as requested by the Client Agency. 2. Cost Recovery or Accounts Payable Audits, or both, for Existing Income or Expense Lease Agreements, or both. 3. Contractor shall provide cost recovery audits or accounts payable audits, or both, of Client Agency existing income or expense lease agreements, or both. Contractor shall provide a systematic review of such agreements, and any subsequent amendments, to identify and compute potential billing errors, overpayments made by the Client Agency and/or underpayments made to the Client Agency which can be recovered from the appropriate entity (i.e., landlords and/or second parties). c. Contractor shall meet with Client Agency to better define the scope of each individual project. 1. Contractor shall set up an initial meeting either remote or onsite as requested by the Client Agency, at no cost. This “no cost” meeting will help define the scope of services to be performed and provide a forum to discuss overall project goals and objectives. 2. Based on this initial meeting, Contractor shall develop a formal proposal that documents scope of services, confirms project approach/methodology, timeline, budget, the inclusion or absence of Confidential Information, Deliverables and provide project cost information. 3. The rates listed in Exhibit B, Price Schedule, represent the maximum price a Contractor is allowed to charge. Client Agency is encouraged to seek discounts prior to starting any projects with a significant scope or duration.
