Specifications include, but are not limited to: A. The scope of this project is to provide an analysis of the true cost of operating community corrections programs, including specialized programs, and recommending an appropriate reimbursement rate. There are currently 28 community corrections programs and each will need to be a part of the analysis. Data, records, and information will need to be collected from each program. B. Describe relevant experience in the fiscal analysis of state-funded programs that include not-for-profit, for-profit, and government-operated programs. C. Develop and create a methodology to complete the analysis and a full project plan. i. Specify the coordination and collaboration the project will need with the Offeror to be successful. D. Identify and analyze all pertinent costs including, but not limited to the following: i. Wages, including all types of leave compensation ii. All employee benefits including insurance iii. Rent and Occupancy iv. Utilities v. Maintenance vi. Facility and Office Supplies vii. Food Services/Supplies viii. Travel and Transportation Costs ix. Urinalysis x. Administrative costs xi. Any and all other expenses and costs xii. Utilize methodologies and other pertinent practices for the financial analysis to account for the varying circumstances of programs including but not limited to: a. Economies of scale b. Owned versus leased facilities c. Rural and urban differences, including cost of living xiii. Specify how auxiliary funding will be included in the analysis. Examples may include: a. Medicaid/Medicare b. County funding c. Federal grants d. Other sources of income used to supplement State General Fund Dollars xiv. Identify special consideration and methodologies for the analysis of the following specialized programs and non per diem based services: a. Residential Dual Diagnosis Treatment b. Intensive Residential Treatment c. Sex Offender Supervision and Treatment in Community Corrections d. Therapeutic Communities e. Correctional Treatment Funds f. Specialized Offender Services Dollars
