Specifications include, but are not limited to: Provide full Architectural and Engineering (A/E) Services, including: • Evaluate and review the Study • Determine the most appropriate repurposing use for the building • Determine the most appropriate construction alternative • Prepare detailed design documents for proposed improvements; Design disciplines and management activities will include: • Architectural • Civil • Structural • Mechanical • Electrical • Plumbing • Interiors • Americans with Disabilities Act (ADA) Compliance • Furniture, fixtures, and equipment • Site improvements • Demolition & remediation • HAZMAT abatement • Permitting support • Construction support • Resolve “Unhoused” Encroachment; The Feasibility Study identified three viable construction alternatives for the building, as follows: I. Extensively remodel the existing structure. II. Demolish the existing facility and construct a new one-story above-ground building. III. Demolish the existing facility and construct a new two-story above-ground building. The Consultant shall evaluate and recommend the most architecturally effective, physically practical, and fiscally responsible design objective. The selected option shall consider: • Coordination of construction phasing and sequencing appropriate to ensure current operations and staff are maintained at all times; portions of the current Road Operations building may be used as temporary office space for Equipment Division (and others) during construction • Dilapidated structural integrity and poor performance of entire roof and parapet • Inferior seismic and wind design features that require updating to current code standards • Asbestos and lead abatement operations in affected areas • Accommodation for complete replacement of aged Heating, Ventilation, and Air Conditioning (HVAC) system throughout the building • Installation of Energy Management and Control System • Improvement of access and security of exterior doors • Comprehensive addition of natural lighting architectural features • Establishment of acoustic separation from outside noise • Evaluation of south entry ramp, stairs, adjacent curbs, and bicycle rack area for renovation/replacement • Replacement of south stairwell with an enclosed stair tower (with access to basement) • Complete reconstruction of interior ceilings, walls, furring, flooring, mechanical network, HVAC ductwork and attached equipment, & fire sprinkler system (existing mains to remain). • Installation of new IT distribution grid and fixtures • Modernization of security framework in administrative reception area and vestibule • Update main conference room space, including upgrades to information technology (IT) connectivity and audiovisual (AV) broadcast features • Removal and replacement of all interior doors and frames • Comprehensive updates to provide ADA accessibility throughout the building
