Specifications include, but are not limited to: The City of Norwalk is looking to engage a qualified firm to survey, design and if funds permit manufacture and install a new sign design family at forty-nine (49) locations in Norwalk CT. The Firm’s work will be overseen by the City of Norwalk’s Recreation and Parks Director or Designated Representative. Funding provided by the State of Connecticut Urban Act Grant administered by the Connecticut Department of Energy and Environmental Protection (DEEP). The awarded firm will be required to complete all phases of this project, which will consist of: 1. Design Phase (estimate six (6) months to complete) a. Full exterior survey of Forty-nine (49) locations for existing sign conditions (See Exhibit A for locations) b. Formulating new uniform sign design family with stakeholder input c. Taking photos, measurements and plot locations of all existing signs • Full detailed report • Plot existing sign locations • Existing message schedule • Photo and placement of existing signage • Best Practice recommendation for Design d. Research on other local parks, and signage systems as well as regional and nationally e. Design of Sign Family • Three (3) concept designs – presented and reviewed at stakeholder meetings (one (1) in person, two (2) - three (3) via zoom) • One (1) final sign family chosen by owner f. Plot all proposed new signage locations g. Signs need to be uniformed, signs need to be easily modified example to reflect new fees, park hours etc. if they need to be changed, require minimal maintenance, should be constructed of durable weather-resistant material so they won’t fade or come down and to take into account thermal movements from ambient and surface temperatures, other than traffic control signs will need to be reflective, make sure signs are coated as to provide an invisible barrier to protect from graffiti, industrial air pollution, mildew and salt air and ADA accessible design regulations. 2. Procurement of tangible personal property that has a useful life of more than one year and an acquisition cost of one thousand dollars ($1,000) or more per unit will need to be approved by the Commissioner of Energy and Environmental Protection or the Commissioner’s designated agent before acquisition. 3. Fabrication and Installation (Alternate-1) (estimate six (6) months to complete) a. The prevailing wages have been included in this project/Request for Proposal. This project may come close to prevailing rate thresholds, that prevailing rates be made a term in the contracts. This would serve the dual purpose of protecting the City of Norwalk from potential contractual liability when the inevitable change orders start to appear and also would prevent the purposeful underbidding of contracts on public works projects. b. The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. §§ 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. § 4a-60g. (25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAScertified Minority-, Women-, and/or Disabled-owned Businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals. c. Manufacturing and installing of a new complete design sign family at the Forty-Nine (49) locations in Norwalk CT based on best practice recommendations d. Ensure compliance with ADA regulations e. Responsible for Call Before You Did (CBYD) requirements f. Ensure compliance with local laws, codes and regulations prior to installation g. City will remove all existing signage as noted on the site survey h. Firm is responsible for ensuring all areas of disturbance due to installations shall be restored to pre-installation conditions i. Once signs are installed, workmanship warranty should be for atleast one (1) year
