Specifications include, but are not limited to: The City of Carson (“City”) Information Technology and Security (“IT”) Department is inviting written responses to this Request for Proposals (“RFP”) from qualified vendors from qualified firms for a Design-Build contract to upgrade the Council Chambers Audiovisual System. The selected vendor will design, procure, install, and maintain a new audio-visual system, including a design for lighting, infrastructure, and broadcasting functionality for live transmission to the City’s cable television channel, YouTube, and other social media platforms. Specifically, the City of Carson requires as a minimum requirement the Audiovisual System include features and functionality to be software-based for operational controls and include aspects of workflow automation functions to assist the City’s limited staffing available to manage the A/V system, while simultaneously attending to assisting the public, presenters and troubleshooting any technical issues during the live events. The Council Chambers AV System Request for Proposals includes an upgrade of the adjacent City Council Conference Room to enable real-time video and audio feed from City Council Chambers. The Conference Room accommodates brief moments when individual City Council members must temporarily exit the Council Chambers as well as Closed Session Meetings. The City Council Conference Room will be updated to a modern Conference Room with AV technology to facilitate modern conference room usage, collaboration, device charging, and designated teaming spaces supporting laptop work areas for Council staff. The City Council Chambers AV Vendor is to design, procure, install and maintain a state-of-the-art AV system that will meet performance objectives for City Council meetings, boards and commissions meetings, any other ad hoc community meetings that take place in the Council Chambers. The AV vendor will attend meetings with City employees, City Council members, and attend in-person several City Council meetings to determine needs, present their design, make modifications as requested, review final designs, then once approved, acquire all equipment and materials, provide a full mock-up of the systems for demonstration and approval purposed and then complete implementation. The City Council Chambers Audiovisual System shall demonstrate a minimalistic A/V system design that is only as complex as required to deliver a low maintenance, software-based high-quality broadcasting, through utilization of advanced energy-efficient lighting design, quality lighting fixtures and controls, advanced sound design and hardware, and design of the cameras and angles to achieve theater production quality broadcasting. In addition, the existing Council Chambers public seating and furniture will be evaluated for updates as the installation for the listening system that will meet current ADA requirements for transmitters and receivers will prompt a thoughtful redesign of the public seating areas. This RFP will be used to bid and initiate all AV System technology system and infrastructure work required to conduct Council Chambers Meetings at a state-of-the-art Audiovisual performance level. Please note, the vendor’s Audiovisual System design and engineering drawings will be used to bid a subsequent Request for Proposals (Phase 2) for construction work that would require bidding and a Public Works contract by City of Carson procurement requirements. This would include any major lighting, millwork, rough carpentry, electrical and other trades. Vendors and/or their subcontractors may bid on the RFP for the construction work. However, vendors shall be required to coordinate with any firm selected for the Phase 2 Request for Proposal as a competitive bidding process is required for Phase 2.
