Specifications include, but are not limited to: A. The CMAR will begin with the City in a support role for the design phase services and will hold the construction contract with the City for construction of the project. B. The City will enter a direct contract with the selected CMAR for pre-construction services. Pre-construction services will include an initial cost estimate based on the Design Professional’s 30% design, an initial Guaranteed Maximum Price (GMP) for the project as designed at the 60% design level and a final GMP based on the Design Professional’s 90% design. C. Prior to completion of the construction documents, the CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. Early GMPs may be developed for procurement items and/or initial construction activities. A final GMP will be developed to complete all remaining required construction activities. If the City and the CMAR contractor negotiate and agree to a GMP for construction within the specific GMP scope of work, as well as agree to the construction phasing, the sequence of construction and the construction schedule, then the City and the CMAR contractor will enter a construction contract to perform the work as per the terms of the agreement. If the City and the CMAR are unable to negotiate GMP and/or an agreement to the Project, then the City may proceed with the next qualified CMAR. D. The CMAR will be responsible for construction means and methods and may self-perform work as approved by the City. The CMAR shall do budget and variance reporting, considering and including the following: 1. Showing anticipated cost, by month and cumulatively, for every cost element proposed. 2. The report shall not be altered unless the budget is amended or reprogrammed. 3. Each amendment requires approval by the City. 4. The CMAR shall report each month, monthly and cumulative costs incurred, and claimed as compared to the budget. E. The general requirements of the project by the CMAR shall include, but not be limited to, performing the following: 1. Ensure construction complies with contract documents and requirements. 2. Report on construction progress to the Design Professional and the City. 3. Coordinate the activities of testing firms to ensure all required tests and inspections are performed and documented. 4. Respond to various contractor’s requests for information and coordinate required responses from the appropriate Design Professional and the City. 5. Participate in project status meetings. 6. Review and make recommendations regarding project changes as required. 7. Assist in closing out the project. 8. In concert with the Design Professionals, assure all required warranties, guarantees, operating manuals, and spare parts are submitted. 9. In concert with the Design Professionals, the CMAR shall assure that any training on the use of all equipment has been performed.
