Specifications include, but are not limited to: The purpose of this Invitation to Bid (ITB) is to solicit proposals from qualified and responsible companies that have the specialized equipment and manpower necessary to perform mobile flash-butt welding services for in-track closure joint elimination. ARRC currently has approximately 450 CWR joints over roughly 400 miles of track, a mixture of both #115 and #141 rail. Joint concentration varies from two to twelve per mile. Approximately 200 of these joints will require plug rails, short plugs will be allowed. All welding shall be performed, inspected and tested in strict accordance with the 2013 American Railway Engineering Association Manual for Railway Engineering (AREMA) specifications, and specifically the specifications contained in AREMA Volume 1, Chapter 4, Sections 3.10, 3.11 & 3.12. The Contractor shall cooperate with ARRC quality assurance efforts and ARRC employees and/or inspectors associated with this contract. In general, the contractor is expected to provide only the personnel, equipment and materials unique to the welding process (welding, grinding, inspection, and testing). Contractor shall provide: All equipment necessary to perform the specified mobile flash-butt welding services. Contractor shall maintain and repair all such equipment in accordance with the manufacturer’s specifications. All consumables except fuel and lubrications. Web and base grinders. Qualified operators who are familiar with the equipment, AREMA specifications, railroad operations, and Federal Railroad Administration’s (FRA) Roadway Worker Protection and Track Safety Standards.
