Specifications include, but are not limited to: A. Inspectors -- The following are minimum required inspector qualifications: 1. All inspectors are required to have HQS and NSPIRE Certifications; 2. Valid driver’s license; 3. Use of an automobile during work hours; 4. WHA will perform criminal background check on each inspector; 5. The ability to work with WHA team; and 6. An identification badge must be worn at all times on premises and visible before entering an assisted dwelling unit. B. Initial HQS/NSPIRE-V Inspections -- 1. Contact the Owner/Designee by phone within 48 hours of receipt of a Request for Tenancy Approval (RFTA) Form, transmitted by WHA, to schedule an initial inspection. If contact is not successful after three documented unsuccessful attempts, return within two business day the RFTA Form to WHA via e-mail or electronic repository established by the Contractor. 2. The first attempt to complete an initial inspection of a unit must be within 5 - 7 business days after receipt of scheduling information provided by WHA (excluding WHA observed holidays). 3. Contact the Owner/Designee 30 minutes prior to arriving at property location to perform an Initial Inspection and initial reinspection. (This will count as one schedule attempt in a three scheduled attempt maximum inspection criteria). If the unit does not pass inspection on the third scheduled attempt, the RFTA shall be voided. The contractor shall notify WHA, in writing, of all voided RFTA’s within two business days. The notification shall include the reason for voiding each RFTA (i.e. unable to make contact with owner, three failing inspections, etc.). 4. Upon completion of the Inspection Report, provide it electronically to WHA.
