Specifications include, but are not limited to: • Clarification of program goals, identification of measures of success, and formulate research questions appropriate for each component of the Act in collaboration with DEED. • Evaluation design and creation of data collection instrument. • Evaluation of data, statistics of each program implementation annually. • Report of program outcomes based on multiple measures. • Preparation of an annual report of program progress toward achieving goals. To evaluate the growth and progress of Alaska Reads Act, DEED will partner with an outside evaluator whose role will be conducting evaluation activities to measure the effectiveness of the components of the Alaska Reads Act. The external evaluator will conduct an independent, mixed-methods evaluation of the components of Alaska Reads Act. The evaluator will work closely with DEED to ensure evaluation activities complement DEED’s administration activities and that evaluation instruments have content validity and provide valuable formative feedback.
